The claim: No claim made, just listed on FEMA camp websites as a possible location of a FEMA Camp.
What it really is: Actually it was called Walker Air Force Base, and it was closed down in 1967. It has since been redeveloped by civil authorities into the Roswell International Air Center, and Eastern New Mexico University has built a large campus on the west side of the base. Also, many of the old buildings there are being used for private interests, and many other buildings have been torn down since it was closed.
There would be no way to hide a FEMA camp here.
